Business Requirements and RFP Drafting for new Green Municipal Fund Website

The Challenge

The Federation of Canadian Municipalities (FCM) needed to launch a standalone website for the Green Municipal Fund (GMF). Because existing content, functionality, and databases were deeply integrated into the main FCM site, they required a comprehensive technology and process mapping strategy to ensure a seamless separation, an optimized user experience (UX), and a clearly scoped RFP for development.

What We Did

We partnered with FCM to map their complex technology requirements and develop a comprehensive procurement strategy for the new platform.
Business requirements definition through executive interviews and stakeholder user story discovery sessions.
Technology mapping and functionality reviews to define the required CMS, platform integrations, and sequencing.
Development of the internal project charter, success criteria, and strategic best practice guidance on user experience (UX).
Drafting of a detailed, vendor-ready RFP, including evaluation criteria and contract review during the vendor hand-off.

The Outcome

The engagement provided FCM with the exact blueprint and procurement tools needed to execute a complex digital project with confidence.

Clarity: Established a unified understanding of project goals, separating complex, intertwined web properties into a clear, standalone digital strategy.

Efficiency: Streamlined the vendor selection process by producing a highly detailed RFP, concrete evaluation criteria, and a structured handover protocol.

Adoption: Ensured the new platform would effectively serve its diverse stakeholders by placing a strong emphasis on user-centric design and comprehensive user stories.

Confidence: Minimized execution risk by delivering a formal internal project charter and providing an expert review of the chosen vendor's statement of work prior to sign-off.
